one way voice between public ip and private ip

Hi,

I uses the pjsip 1.0.1 in windows XP, and rtp drops a lot and becomes one
way voice.
Here is the set up,

winXP-A (public ip)  <-----> sip server(public ip) <----->router <---->
winXP-B (private ip)

Both winXP-A and winXP-B have the ICE enable and use outbond proxy. The sip
server dose not
support STUN, and no STUN, no TURN configured on both winXP-A and winXP-B.
In this etup,
all RTP traffic will route to the sip server.
In this setup, winXP-A (public ip) is able to hear the voice from winXP-B
(private ip), but
winXP-B (private ip) is not able to heard the voice form winXP-A (public
ip).
In winXP-B (private ip) side, either did not receive any RTP packets or just
revice few RTP packets.

If winXP-A (public ip) is replaced with Eyebeam, both sides can hear the
voice clearly.


If both sides use private IPs , then both sides can hear the voice clearly.

winXP-A (private ip) <----->router  <-----> sip server(public ip)
<----->router <----> winXP-B (private ip)
