What if I want to enable ipp using mingw under windows?

Is it possible to?compile pjsip under Windows using ming with ipp enable?
I try this under Windows mingw:

export IPPROOT=/c/IPP/5.3.3.082/ia32/
export IPPSAMPLE=/some/where/ippsample/install
./configure --enable-ipp

The result is:
......
checking Intel IPP location... /c/IPP/5.3.3.082/ia32/
checking Intel IPP usability... aconfigure: error: failed
See `config.log' for more details.

Any comment?
