Yes, it is active, please see stream.c. You can also see the JB
activity from pjsua log, run pjsua with log level 5.

If you are developing VoIP application using PJMEDIA (or its superset,
e.g: PJSUA-LIB), you don't need to bother, it is done already. Are you
about to use the jitter buffer separately?
