When we need call pjsip_tx_data_dec_ref func when pjsip_inv_send_msg fail

Hi,
   I found pjsip-perf code will call pjsip_tx_data_dec_ref  at sometime.
Could anyone tell me when we need call pjsip_tx_data_dec_ref func manually.
I think there maybe double free issue if call pjsip_tx_data_dec_ref at wrong
way.
