This information should be there in pjsua API (see call time and connected
time in call info). From this you can derive the call setup time, and in
fact this information is shown in pjsua's call quality info:

  [CONFIRMED] To: <sip:192.168.0.15>;tag=f8a3aed26e944e3398b995fc9a1ed03b
    Call time: 00h:00m:04s, 1st res in 2797 ms, conn in 7579ms
    ...
