A website is nothing but a programming application which has two major parts: (1) computer instructions and (2) system labels. So we write computer instructions using a defined programming language like php and we write system labels using our prefered languages. for example in PHP i can write, print "Habari Yako". this means i have asked the computer to display the words "habari yako" using computer instruction "print". Thus, in any language, "print" will remain as it is but "habari yako" can be in any language. I am not sure if i have answered your problem but program labels that is aimed to be seen bythe users can be in any language.
