May or may not be a solution for you, but might I humbly suggest you investigate MVC frameworks? Depending on the functionality you want, you might find that starting with a general framework is easier than shoe-horning what you want to do into a CMS. Just a plug: my favorite framework is LightVC + Idiorm/Paris (but there are lots of others to choose from.)
