Since Flash is a big investment, I want to see how well the game does before I decide to buy Flash. I intend to use PHP to generate the SWF file. The examples in http://www.gazbming.com/ are exciting, but I can't find an example of generating a sound when a certain event happens in the movie, such as two objects colliding. There isn't an API to do this. I'll put together a script tonight as a starting point. I mentioned Java because I can develop the game in Java, but I am not satisfied with using Java because of the issues I mentioned.
