All the shopping carts that I have seen make the mistake of allowing the developer to think he's proficient in css, when it's usually totally absent or horribly intermixed within html.

So in looking, ask how they incorporate css into their program. If they go "Huh?", go somewhere else.

Actually, you can usually simplify that question by asking them if they use a font tag. If they do, then they're clueless.
