Depending on the speed of the browser, network connection, your web-server, and your database, the user *MIGHT* be able to hit reload and/or bookmark and/or their "Back" button, quickly enough, and in enough weird combinations, to fool the browser into using the same URL again. I would not consider this a reliable method, so if it really matters to you, I wouldn't do it this way.
