Is on the windows machine a mail server installed?

Does this code work on your linux machine?

Be sure mail sending is allowed on your windows machine.

sendmail_from	NULL	PHP_INI_ALL
sendmail_path	NULL	PHP_INI_SYSTEM

Those ini variables must be set correctly in order to send mail on windows.
