Well Jay was showing you where you could pick up everything you needed. On Windows XP the IIS server is not installed by default you have to select it as a component to install, so I'm not sure if you would have IIS installed either. If you want a simple and quick solution go to the link that Jay sent and download that installer you'll get Apache/PHP/MySQL and some other tools for development.
