Look in /etc/httpd/conf.d/php.conf
For a buddy with a file upload need I set it to this:
<Files *.php>
SetOutputFilter PHP
SetInputFilter PHP
LimitRequestBody 760217600
</Files>
You will need to set your upload limit higher in this file for it to work correctly.
