You can use PHP to http://php.net/echo out any kind of content you want, including HTML if you use http://php.net/htmlentities to make them visible in the browser and http://php.net/urlencode to send them back and forth in forms. That said, you may want to just *BUY* a good IDE like DreamWeaver or the Zend IDE or Komodo instead of trying to write one from scratch.
