The "top" phones seem to be the Apple iPhone 4S, but a new model will probably come in September, and the Samsung Galaxy S3 - other members may well disagree, but my choice would be among these two.

If quality of construction is important the the iPhone is clearly the better, (less plasticky), and the most expensive - alas it has neither a removable battery or can it use a micro-SD card.  The Samsung's battery is easily user replaceable, and you can extend the built-in memory with a micro-SD card.  Both have cameras with sensors of around 8 M/pixels for stills, and both will do video - I use both with good results.  The iPhone uses Apple's own iOS operating system, used nowhere else, while the Samsung uses the Android OS from Google.

I could go on at length, but these are the basics. Lately I have been using the Samsung more, simply because I like to be able to carry spare, charged, batteries, and put my photographic efforts on to the micro-SD cards.
