You could look at the files and see if there is a copy of each
filter.
C>Program Files>Adobe>Plug-in
Photoshop 7.0 folder is on the same level as the Plug-ins folder

Try Edit >
Preferences > "plugins and scratch disk" and uncheck "additional
plugins directory" if it's selected.. see if that
helps
