The obvious hole here is the printer profile; do you have a profile for that printer, paper, and ink combination? The stock profile for the printer will be for some Canon paper.

I don't know Elements, but it's also quite easy to print wrong from Photoshop in a color-manage workflow; maybe somebody who knows Elements can say exactly how to print properly from there?
