Surely the use of 35mm film for still photography came about because the film stock was mass produced for the cine industry Until that ceases it is likely that some people will value the opportunity of continuing to use their 35 mm still cameras.
 
Cardboard disposable cameras have a role in circumstances where an expensive digital camera, or even a cell phone, might get lost, damaged, stolen, or even impounded, or where the photographer might get mugged or even killed for the sake of his/her camera/ cell phone
 
Turning to less serious matters disposable cameras can be bought in bulk and given to guests at weddings or other social gatherings, if you like candid pictures this might be an effective way of gathering them in.
 
On the other hand there are times when the instant availability of the image - if not the print, can make all the difference.
 
When engaged in a task that involves dismantling and reassembly it can be very useful to be able to photograph the dis-assembly stage by stage to aid the rebuilding process.
 
The other point to consider is the circumstances in which we are operating - what is fairly true of the certain States might not even hold true for each and every   State in the USA or what's true in one European country may not be true of all European countries - and so on.
