You'd need a full-frame camera whose pixel pitch equaled that of the APS-C
camera.  Then, yes.

But my D700, cropped to APS-C, is 5MP, whereas my D200 was 10MP.  The
equal pixel pitch doesn't exist between very many pairs of FF vs. APS-C
cameras.
