While the quality ertainly is superb, look at Google Street View pictures.
 
Each picture is similar to this (but much lower quality), taken from a camera mounted on the roof of a moving car.  Actually saw it go past a few days ago, and it was not travelling slowly.  Waiting to see how long it takes for the street pictures to be updated. 
 
So the technology required must be reasonably available, though inevitably expensive.

I do not know quite how this is done, but it is unbelievable photography viewed with sophisticated 360 Degree technology
Use/drag your mouse to move around and look all the way up and all the way down, as though you were in the picture!  There are four pictures below.
