Obviously, people in Alpine areas traditionally were properly clad - even Ötzi, the Iceman wore a sophisticated robe made of leather and grass.
Maybe, this still was not decent enough (or he threatened to disrobe, as suggested below...)  as the tip of an arrow was retrieved from the more than 5000 years-old body.
In any case, the new regulation should have little consequences for any serious photographer - after all we have to carry so much equipment that even without additional clothing most of the body would be covered by tripods, tele lenses and the like...

Seems they only banned hiking in the buff, not nude photography.  Probably best to hike well clad to the photo spot before disrobing.  The model may at this time also take off his/her clothes if desired.
