A good imitation is got by duplicating the layer, Gaussian-blurring it a lot and then changing the blending mode to  “SCREEN”  You can then reduce the layer opacity and make more copies of the layer… play a bit.

Experiment with how much blur and how many  very thin layers.

For soft focus one thing you can do is duplicate your layer and apply a gaussian blur to your liking then erase away what you want to have in sharp focus.

 

For arm and facial hair I recommend waxing before the shoot. Ha.
