The law may preclude your public photography but not mine. Maybe you meant pubic photography?

That law is supposed to curtail activities of teenage boys or older perves who mount a tiny "spy camera" in their shoes and take pictures up girls' and women's skirts. The clothed wording forestalls the perps claim of no harm because most of the females are wearing panties. Many locales have similar laws for similar purposes. You may think it absurd but women of my acquaintance are creeped out thinking some one might be taking pictures of their crotch while they shop at the mall. If the usenet news groups are any measure there is a lot more of it going on than you might think.
