In order to get the best construction you need to move into the L series of lenses. The error 99 is caused by the comm links between the camera and the lens. It usually means that the contacts are dirty or possibly that the electronic connection inside the lens has gotten loose. 

What zoom focal length are you looking to cover? If you want to stay with the 28-28 / 100 mm range I would suggest the EF 24-105mm f/4L IS USM it is a lens I have used extensivly for air to air stuff. No really fast enough for low light without the IS but that helps quite a bit.
