Hundreds of photographers do it every day. Read the
NPPA site. There is in infamous photograph taken by a local photography in
another state who was doing about the same thing. Only the subject was armed
robber. The photog got close and the police waved him off, but as a journalist,
the photog had a right to take the photo.
The cop with shot gun in hand began to grab for the
camera, the photographer took the shot just as the police office tore the sun
hood off the lens. It was an amazing photograph.
