If you mean prevent straight digital capture from within windows: it can't.

You could force users to boot from your own home-made operating system you could make it very hard (by not including screen-capture code in your operating system) ... but even that fall down if it can be run within a "virtual partition" (because anything resident in memory can be captured). Likewise, if you forced them to use non-standard hardware to read the source disks (or forced the  to install a rootkit which disabled any standard hardware you had first :o) you could make it very difficult.

But of course, if someone are prepared to video the screen NOTHING is safe
