That is because the 450 lux level Wilhelm uses approximates the light level in an average art gallery. The people originally concerned with fading are art collectors, museums and artists producing for the collector and museums.  The collector who in 1955 bought an 8 x 10 C Print for $800 got very upset when in under 15 years was looking at a faded investment.
