If you can be satisfied with something as primitive as the Lensbaby
you should be able to fabricate something easily. I don't know the
dimensions of the lens but the first thing that came to mind was a
ball and socket rig with hard plastic balls. You could cut out what
you need for lens and imaging and perhaps insert into a slightly
larger ball to allow the free swings. Just a thought. Something
like the Zork adapter might work.

I've got a lens that was designed to be used in military aircraft
to photograph the wake of torpedos as they were launched from the
airplane. The cameras produced 7" wide photos. So I'm thinking to
myself that that's a pretty big image circle and it might make a
nice tilt lens for my 35mm camera. Has anyone made, or does
anyone have plans, for building the tilt mechanism? I know
lensbabies makes them but buying one is nowhere near as fun as
building one.
No particular lens mount or anything just the swing part.
