Well my version of IrfanView, v3.97, appears to be able to do this quite happily. Maybe you could upgrade to this version.

For one image: menu: "Image", click "Resize/Resample", and off we go.

For a multitude of images, use IrfanView thumbnails. Select images (Shift-click for range, Ctrl-click for images here and there. Menu "File", click "Start batch dialog with selected thumbs...". (You can also click with mouse button #2 -- usually the right one, and pick from pop-up menu.) Be careful to set the output directory: I usually press the button "Use this directory as output", and make a subdirectory (folder). Make sure there is a tick next to "Use advanced options", then press button "Set advanced options". Now you have resize/rotate/crop all available.

I just love IrfanView.
