not sure that all flamables fluoresce (alcohol won't) but many hydrocarbons
do.  The florescence is often overwhelmed by either the ambient light or
the response to the reflected UV or near UV so the trick is to illuminate
with UV and view the reflected light through a yellow filter - of course
the fluorescence may not always been in that particular part of the
spectrum but since the yellow kills off the blue/purple/UV you stand a
chance of seeing the results.
