Flare simply adds light to the image.  In principle, as long as the
highlights are not blown out, the image information is still present, so
removing light via increasing contrast should retrieve the image.  Here is
the key step from Blatner and Fraser.

"Our first step is to increase the contrast in the lens flare area.  We
create a Curves adjustment layer, apply an S-shaped curve to increase
contrast, then confine the edit to the center of the image by making a
radial gradient on the layer mask."

To some, that will read like Greek; to others it will be immediately obvious
what is going on.  Depending on where one falls, the real first step would
be to become familiar with the tools referred to.  Whether or not correction
of flare is successful, learning how to do it is time well spent.  I do not
know if PS Elements supports these tools.

Flare correction, if successful, may produce side effects such as color
shifts.  Also, I suspect that getting the radial gradient right may involve
some fussing.  In other words, the full process may involve more than just
the contrast adjustment.  Having successfully used similar methods to get
rid of reflections from glass surfaces, I believe this flare correction
procedure can be made to work.

Thanks for the input. I forgot to mention I'm using Photoshop Elements. I
usually don't get flare, but it showed up in this image on the background. I
don't have the book so I can't check there.
