Potential chemical issue

Hey gang,
 
This is the third roll that's come out like this.  My darkroom is tight, and my timing is on the spot.  I think it's my chemicals.  I'm developing Ilford HP5+ in Kodak Tmax professional.  My negative density has a nice braod range for each frame.  However, all light areas, even between the frames, are slightly opaque or milky.  They are still transparent on closer inspection.  My research tells me that a potassium bromide restrainer might be my solution (pardon the pun).  Any input?  If you think this might do the trick, what ratio or measure are we talking about?
 
One more factor may be the temperature:  26 degrees Celcius...a little warm (but I thought appropriate time reduction takes care of that).
