The 12-24mm Sigma is a full frame lens - on a film body you get actual 12mm, a real selling point for me. Played with one today on my 10D and quite impressed.
However - reviews on Fred Miranda's site seem to suggest that there is variability in quality control that makes the Russians look consistent! Might be best to buy from a reputable local dealer who'll let you try several and pick the best one rather than by auction site or mail order.
Also, the 15-30mm is smaller, lighter, cheaper and gets more consistent praise so it may be a better pick if you don't need that extra 3mm.
