Achal,

If you are physically located in California, you may have to address the issue of sales tax. The CA
Dept. of Revenue may have some provision for artists' sales (which unfortunately, are infrequent). 
The fastest solution would be to sell to them through a sympathetic gallery or through some retail
merchant the foundation might recommend.  If you decide to donate the use of your work to them for a
one time publication, you will face the problem of establishing a fair market value for your tax
deduction.
