Not so sure. It has been repeatedly emphasized, that if people in Iraq wear civvies, they're most probably bandits, as they have guns most probably hidden in their pants, and no codex or law apply on bandits (contrary to regular soldiers). So -- according to such a priori presumptions -- 'it's hammer-time'.
The problem is -- if one cannot find or recognize a thing as big as a nuclear bomb, it ought to be absolutely impossible to find  guns in pants. Indeed -- how do you recognize ordinary people among bandits?
Where I came from propaganda was used in any possible or impossible combination and it mustn't be big and painted red to be recognized. Just sniff -- it's in the air. Let's talk economy instead of liberation.
