I've seen a lot of bad pre-schooler portraits ~ most all of my daughter's preschool AND school pics ~ and it's simply bad lighting combined with not knowing when to trip the shutter.
My advice, get a Novatron portrait kit (440 w/s pack, 3 heads, about a grand mail order), and some rip-stop nylon to further diffuse the lighting. Use the rip-stop to attach over the umbrella to further soften the main light. Create real soft light and it'll wrap around the kiddies and make for nice portraits.
Learn to use this with one light placed well, a nice kicker light behind the subject, and fill with a silver reflector. I use about 200 w/s power when shooting headshots - and I get nice results.
