Your point is well taken, with one small caveat (of course!) -- certainly
some folks have used the rubric of documentary to produce misleading
propoganda (as have journalists, politicians, etc.). The caveat: once again
we find ourselves in the same sort of bind: all photography (or reporting,
do give another example) is based on the selective dramatization of facts
to a large degree -- we can call it research, synthesis of material, or any
number of things but it still (more or less) boils down to the same thing. 

I would say that probably the best term that has come up as a place to take
the discussion would probably be Greg's (I'll have to double-check) notion
of the "intention" -- it, too, is rather fraught with philosophical
difficulties, but it seems that one term that can be separated out enough
to possibly be useful.
