My dictionary and encyclopedia both say that water refers to the LIQUID state of the hydrogen/oxygen compound: H2O. The gaseous and solid states have other names. Gallium and mercury are not compounds, but elements. So water is not ice is not steam, but they are all the same compound of hydrogen and oxygen.
