User Change Password Issues

I’m letting users to change their passwords. After so much failure, I need help on following three questions:

 

1. What’s the default minimum password length?
2. There’re SOOOO many “based on a dictionary word” errors, even kds347 will get this error. This error made it impossible to users to use the system. Is there better solution than disabling the dictionary check?
3. For the argument sake, how to disable dictionary check?
