I dunno if this could help, but check
the file /etc/pam.d./newgrp if it exists.
If it doesn't exist, see /etc/pam.d/other.
It would prolly be the auth line, check
if it is not something like pam_deny.so

It could be that pam_deny will allow only root
access and deny everyone else?
