However, as pam_cracklib is perhaps a part of your distribution's PAM package I don't suggest that you remove any of these files from the system as you would break your package manager's dependency handling by doing so. Owl includes neither pam_cracklib nor CrackLib itself. If your question was whether you should be using pam_cracklib together with pam_passwdqc, both for one service, then the answer is no.
