/sbin/unix_chkpwd and FHS

Hello!
Shouldn't /sbin/unix_chkpwd be installed to /usr/lib/pam/ instead of
to /sbin/?

| binaries essential for booting the system in addition to the
| binaries in /bin.

| /usr/lib includes [...] internal binaries that are not intended to

Because _afaics_ unix_chkpwd is needed neither for system-startup nor
for root login, moving it from / /usr/ would not be a problem.
