I fixed this issue by using the following config parameter ./config
-Wl,-rpath=/usr/local/ssl/lib shared BR martin

I don't tink I need the openssl-dev package or something similar because I configured and build openssl-1.0.0t from source with no ./config parameters. Openssl was installed with make install at /usr/local/ssl/ which contains:
bin certs include lib man misc openssl.cnf private
After trousers didn't find the openssl installation I reconfigured the openssl source with ./config --prefix=/user && make install
Greetings martin
