It'll accept as many as a GlobalProtect server sends. If you think there's an unexplained discrepancy, please send us a log (anonymized as needed) of `openconnect -vvv --dump` showing the discrepancy between the number of routes sent by the server, and the routes set up by the vpnc-script.
