nntpcache.config -> networkTimeout -- definition?

Hola!  (going multi-language here!)

My connection to the net is via 2-way satellite.  My upload is very
slow but the download tends to move well.  Unfortunately, I do get
timeouts from time to time that last as little as 10s.

What I'd like to do is configure nntpcache to quickly check if the
connection is alive after it detects a timeout.  With that in mind,
what does 'networkTimeout' do?  Does this switch tell nntpcache that
after this threshold, the particular connection is dead and can't be
revived?

I see that I can probably accomplish what I want by using the
'serverDownRecheck' ... I'm hoping that I can set its unit of measure
to seconds.  :)
