Solved! :-) In nntpcache 2.3.3 a STUPID new variable is introduced (sorry for my pronunciation ;-) called minActive ... In nnconf.cf.in it is set to 3000. This means that nntpcache will bluntly state "503 initial server rebuild in progress (xx groups complete), please try again later." until it gets over 3000 newsgroups. When one is testing on a small server, with less than 3000 groups it will wait forever. This is, let's say, 'not desireable', not to mention, very annoying, because the log message doesn't point you to the culprit.
