Did you create the specified debug logfile?
Syslog won't create a file. If it doesn't exist, logging doesn't
happen.
Actually.. it depends on the syslog. Many will create the files for you.
If you check the man page for syslog and it will probably tell you whether
or not this is the case. If it is be sure that the umask is set to something
sensible when syslog runs or else the files might end up will access
permission for which you don't intend.
