You can also have a look at the boards from Calao Systems <http://www.calao-systems.com>. Their boards can support daughter boards, and one of them contains a GPRS modem: http://calao-systems.com/articles.php?lng=fr&pg=5949. They have another daugther board with GPS. For using the GPS, see gpsd <http://gpsd.berlios.de/>. The GPRS/GSM modem is just a "normal" modem that you can use through normal PPP connections. For SMS, they can typically be sent by sending specific AT commands to the GSM modem.
