What type of patches?
- documentation improvements, spelling fixes and the like: apart from

Active developers are also a possibility - especially if there is not
separate mailing list and the maintainer doesn't answer (for a few
days).
There is scripts/get_maintainer.pl which gets a list of potentially
interested people/MLs.
