How kernel/compat.c is used?

Hello.

I see some functions in kernel/compat.c .
http://lxr.linux.no/source/kernel/compat.c?v=2.6.18

But what environment calls these functions?
For example, how can IA64 machine call them
although I can't find __NR_*compat* constants.
